Oil has been found in ar Rahba, and Mike Szabo finds its ruler, Sheik Falik, demanding punishing terms for the development rights. Brian Stead wants a contract signed before rivals step in and sends Szabo back with Eileen O'Rourke from public relations, whose company the sheik requested. On arrival Szabo learns that both Zenith and Kulatov, a senior Russian, are competing for the concession.
